These are WFTDA certification patches for NSOs.  WFTDA only sells these to NSOs who currently have the appropriate level of certification.  They're almost entirely sold out and will not be replaced as new non-WFTDA-specific patches are widely expected to replace them in in 2019.  Level one is blue, level two is red, level three is silver, level four is gold, and level five is pink.  I believe (but am not certain) the topper patch may be worn by anyone - can anyone confirm this?
